Functions

Plant Protection Department functions:

1. Develop and implement programmes and projects related to plant protection, plant quarantine and pestiside management.

2. Formulate laws and regulations on plant protection quarantine. Develop and implement standards and procedures ralated to plant protection and quarantine. Enforce laws and regulations on plant protection and quarantine.

3. Conduct pest surveillance, monitoring and forecasting activities, evaluate pest infestation on major crops, and recommend control practices.

4. Advise the Minister of Agriculture and Rural Development to publish the list of pesticides permitted, restricted and banned for use in Vietnam.

5. Manage and use pesticide stock reservation of the Government.

6. Undertake State management role in quality control of pesticides to be used; conduct field trials of pesticides; control pesticides residues on agricultural products.

7. Carry out plant quarantine inspection of regulated artiles for import, export, re-import, re-export and transit in order to prevent exotic pests from entering into Vietnam territory.

8. Implement domestic quarantine and post entry quarantine activities.

9. Advise the Minister of Agriculture and Rural Development to issue:
– List of plant quarantine pests and other injurious pests that need to be controlled.
– List of regulated articles.
– List of prohibited and restricted plant items.

10. Undertake State management task in fumigation activities in compliance with concerned Government’s regulations, commerce contracts and international agreements to which Vietnam is a signatory.

11. Grant and revoke certificates and permits of all kinds related to plant protection and quarantine.

12. Instruct provinces in inspection and seelement of disputes, complaints and grievances concerning the enforcement of laws and regulations on plant protection, plant quarantine and pesticide management.

13. Research and develop advanced plant protection and quarantine technology, train and improve knowledge for plant protection and quarantine officers.

14. Carry out extension activities with regard to plant protection and quarantine.

15. Implement foreign-assisted projects, conclude agreements, protocols or MoU with international organizations and foreign countries in the field of  plant protection, plant quarantine and pesticide management.

16. Manage and use charges and fees gained from plant protection and quarantine services.

17. Administer personnel and assets according to current stipulations.
