Milk purchasers reminded about regulations for cow leasing deals

Where certain farmers who are unable to fill their milk quotas due to insufficient cow numbers arrange to lease cows from other farmers, require-ments include transfer to the lessee’s holding of the leased cows, accompanied by their passports/cattle identity cards.
Under no circumstances should animals that are identified improperly or documented improperly be moved.
An animal identification and movement (AIM) certificate of compliance for farm-to-farm movement must be obtained. Form NBAS 31B for this purpose (where the ownership of animals does not change) is available.
Movement notification must be recorded on the AIM system.
The milk from the leased cows must be produced on the lessee’s holding and delivered to the lessee’s milk purchaser. Both parties must be fully compliant with animal health regulations.
No pre-movement test is required for TB, although this is advisable as a bio-security measure. All animals must come from officially brucellosis-free herds. Females aged 18 months and over must have passed a brucellosis test in the previous 60 days.
A copy of the AIM certificate of compliance, which de-facto confirms the disease status of the herds, must be presented to the lessee’s milk purchaser in advance, and the milk purchaser must notify the department of the arrangement, so that inspection may be carried out.
It is further recommended that the lessor and lessee should have contracted such matters as veterinary treatment and feeding between themselves.
