EU promotes intellectual property in agriculture

The EU has begun a joint effort with Vietnamese agencies to protect agricultural diversity in the country.

The EU Community Plant Variety Office (CPVO) and the Plant Variety Protection Office under the Vietnamese Ministry of Agriculture and Rural Development (MARD)’s Department of Crop Production signed a Memorandum of Understanding (MoU) in Hanoi on May 19.

The signatories included CPVO President, Bart Kiewiet and General Director of the Department of Crop Production of Vietnam, Nguyen Tri Ngoc.

Mr Kiewiet said, “The MoU forms the legal basis to further extend the cooperation between the two parties.”

Under the MOU, the two sides agreed to share research results of a plant variety that qualifies for application for plant breeder’s rights (PBR). This includes the interim and final reports on Distinctness, Uniformity and Stability (DUS report), as well as the official variety description.

They will also exchange plant material for re-examination and provide mutual technical support.

Cooperation on the examination and application processes will benefit both sides because the both financial and human resources can be shared.

Mr. Bui Ba Bong, Deputy Minister of Agriculture & Rural Development, affirmed that “For the agricultural sector, new plant varieties contribute significantly to the improvement of quality and productivity. Plant Variety Protection (Plant Breeder’s Right) encourages breeding and the introduction of new plant varieties to the agricultural production.”

“The enhanced cooperation between the CPVO and Vietnam would not have been possible without the existence of the Protection of Intellectual Property Rights (ECAP III) project,” Mr Kiewiet added.

The MoU is a direct result of the delegation to Europe on representing Plant Variety Protection issues, organised by the ASEAN Project on the Protection of Intellectual Property Rights (ECAP III), in 2010.
